The Council of the city of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m., in the council chambers of the city of Oakwood.

The Mayor, Mr. William Duncan, presided, and the Clerk of Council, Ms. Lori Stacel, recorded. Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.

Mrs. Hilton advised Council she had read the meeting minutes of the May 7, 2018 regular session and work session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

PSO Swear-In – Mayor Duncan recognized new Public Safety Officers Justin Slone and Jesse Schaffer, and their families. He then administered the Oath of Office. Chief Hill welcomed and introduced PSO Slone and PSO Schaffer. He shared that both officers are excellent additions to the department.

Citizen Committee Appointments – Mayor Duncan announced new committee appointments of Ted Kircher and Heidi Susta to the Environmental Committee.

It was moved by Mayor Duncan and seconded by Vice Mayor Byington that the aforementioned appointments be confirmed. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

Montgomery County Treasurer, Carolyn Rice – Treasurer Carolyn Rice addressed City Council and provided the following update. Treasurer Rice urged all property owners that owe property taxes to contact the Treasurer's office at 937-225-4010. Throughout Oakwood, only 35 properties are delinquent with $214,177.80 being owed in property taxes. There are 11 Oakwood properties on a payment plan. The County is legally required to publish in the newspaper the two yearly tax lien sales. These sales allow county treasurers to sell past due taxes to a third party. The property owner will then owe the tax lien buyer (or third party) which may have larger penalties. Treasurer Rice shared that she founded and chairs the Montgomery County Land Bank. The program has brought in more than $25 million to demolish approximately 2,000 run-down homes. The program also offers other services such as planning grants and remodeling projects. The Montgomery County Land Bank receives five cents for every dollar that is paid in delinquent taxes. There will be a pilot program focusing efforts on the single neighborhood of Pineview, across from the Dayton VA Medical Center. Moving forward, the plan is to acquire and demolish properties as needed, and to focus on two neighborhoods a year.
