Commissioner Shannon Henry, VP Commissioner Stephen Brand, and President Sherry Riggin were present. Also present were Attorney John Brooke, Engineer Dean Thomas, and Auditor Ed Carroll.
ANNOUNCEMENTS
VP Brand announced Jenna Kaelin as the Employee of the Month for the county building, nominated by Maintenance Superintendent Don Chambers. Mr. Chambers and Commissioner Henry praised Ms. Kaelin for her hard work and transition from a part-time role to full-time office administrator.
APPOINTMENT(S)
Commissioners discussed appointments for the Board of Health, the Civic Center Authority, and the Fair Board. No appointments were finalized for the Board of Health as they are awaiting a recommendation from the Mayor. The Civic Center Authority still requires a Democrat with a legal background, and the Fair Board is seeking a volunteer with a background in finance.

Delaware County American Tower Audit Lease Amendment Request
President Riggin called for the motion MOTION to remove from table: Commissioner Brand. SECOND: Commissioner Henry. YEA: Commissioner Henry, Commissioner Brand, Commissioner Riggin. Attorney Brooke provided an analysis of proposals from Landmark Dividend and Crown Castle regarding the leasing of towers, noting that current revenue-sharing language is unfavorable. Commissioner Brand expressed opposition to locking the county into a 50-to-60-year lease and recommended further deliberation. President Riggin called for the motion MOTION to table: Commissioner Henry. SECOND: Commissioner Brand. YEA: Commissioner Henry, Commissioner Brand, Commissioner Riggin.
ORDINANCE NO. 2025-37: AN ORDINANCE CREATING A TAX SALE BIDDER FEE FOR USE BY THE DELAWARE COUNTY AUDITOR AND TREASURER'S OFFICE

Auditor Carroll discussed withdrawing this ordinance as bidder fees are dictated by statute and are a matter for the County Council rather than the Commissioners.
