OAKWOOD CITY COUNCIL WORK SESSION
APRIL 21, 2025
The Council of the city of Oakwood, Ohio, met in a work session on Monday, April 21, 2025, in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben, and Healy Jackson. Staff in attendance was City Manager Katie Smiddy. Also, in attendance was Oakwood resident Georgiana Nye.
Mayor Duncan called the work session to order at 5 p.m. and led a discussion on the following agenda items:

MISCELLANEOUS
- City Manager Smiddy discussed the Miami Valley Communications Council lighting contract and inquired about any current issues or concerns as we prepare for the next round of negotiations with Miami Valley Lighting.
- City Manager Smiddy discussed an agreement with Charitable Recycling.
- City Manager Smiddy discussed Oakwood Community Improvement Corporation (CIC) and the process to dissolve the entity.
- City Manager Smiddy discussed the Operator of Record with our water plant and the transition of duties due to the retirement of our plant operator.
- City Manager Smiddy discussed the upcoming meeting with the University of Dayton government relations representative.
- Business Districts’ Liaison: Council approved the addition of a new liaison for Oakwood’s Retail/Business Districts under Council Committees. Council Member Turben will be the chair, and Council Member Jackson will be the alternate. Council will vote at the regular session on May 5 to confirm the council committee assignment.
- New Business Ribbon Cutting Ceremonies: Not discussed
- New Budget Review Committee Member: With Fred Dudding's passing, Council discussed a citizen committee appointment to the Budget Review Committee in Precinct B.
At 7:04 p.m., Mayor Duncan concluded the work session and adjourned the meeting.
