Council noted that the fiscal sustainability work will continue with development of a capital improvement plan and further analysis of County expenditures and revenue assumptions. Members also discussed the importance of keeping OpenGov and the budget worksheets consistent with the outside financial projections.

ELECTED OFFICIALS & DEPARTMENT HEADS

Commissioners Brand commented on the Policy Analytics projection showing an increase of slightly more than $1 million in 2027 revenue compared with an earlier estimate. He cautioned that the longer-term projection showed only modest additional year-over-year growth and that declining net assessed values in later years could limit future revenue. He encouraged Council to be cautious in treating the 2027 increase as a continuing windfall.

PUBLIC COMMENT

No substantive public comment was presented. A member of the public asked whether Councilmembers planned to attend the afternoon meeting, and members indicated that they intended to participate.

COMMENTS FROM COUNCIL

Council reiterated the need to review the financial information carefully before budget hearings and to budget conservatively in light of uncertain revenues, upcoming capital needs, and potential unexpected costs.
