MARCH 12, 2018 COUNCIL MEETING

City Council met in public session on March 12, 2018. Here are the highlights:

Council meeting minutes were approved for the February 5, 2018 and February 26, 2018 regular session, work session, and executive session. The January 2, 2018 regular session minutes were corrected to reflect committee appointment action.

Citizen Committee Appointments – Mrs. Hilton presented the following committee appointments:

Diane Scott – Board of Health; Susie Elliot – Budget Review Committee; Jill Kollars – Budget Review Committee; Rob Connelly – Budget Review Committee; Katy Dalrymple – Environmental Committee; Gregg Smith – Environmental Committee; Arik Sherk – Tax/Water & Sewer/Assembly Appeals Board; Tim Judge – Property Maintenance Board; and Alex Heckman – Property Maintenance Board.

  State of the City Address – Mayor Bill Duncan delivered the 2018 State of the City Address.

  Introduction of Jennifer Wilder – City Manager Norbert Klopsch introduced Jennifer Wilder as the new Director of Personnel and Properties.

  Proclamation – Mayor Duncan read a proclamation designating April as “Fair Housing Month.”
• ➢
  Proclamation – Mayor Duncan read a proclamation congratulating the Wright State University men’s basketball team on an outstanding season including its victory in the Horizon League Tournament and proclaimed Thursday, March 15, 2018 as Wright State University Men’s Basketball Day in the City of Oakwood.

VISITORS

  Twelve Oakwood residents addressed Council asking that they reconsider the design of the new Shafor Park Tennis Courts, and eliminate the proposed parking lot.

Oakwood City Council approved the following legislation:

  A Resolution of Necessity for 2018 Sidewalk Repair Project.
• ➢
  A Resolution of Necessity for 2019 Street Lighting.

Oakwood City Council conducted a first reading on the following legislation:

  An Ordinance to proceed with the 2018 Sidewalk Repair Project.
• ➢
  An Ordinance to proceed with the 2019 Street Lighting Program.
• ➢
  An Ordinance to levy special assessments for the 2017 Sidewalk Repair Project.

STAFF REPORT

Public Safety Presentation: Chief Alan Hill, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Crime Statistics; EMS Trends; Overtime Expenditures; RadarSign; and Crime Mapping. He also presented PSO Steve Norris with a letter of recognition for his excellent work on a significant drug case.

CITY MANAGER’S COMMENTS

City Manager Norbert Klopsch shared that the annual Asphalt Resurfacing Project recently went to bid and J.R. Jurgensen will be the contractor on the project. The City will spend about $200,000 on this project. The project will include the areas of Hadley Avenue and Hadley Road, Wiltshire Boulevard, Acorn Drive from Patterson Road to Dellwood Avenue, and Deep Hollow Road. The Sidewalk, Curb and Driveway Apron Project is currently advertised for bid. The project will include the area bounded by Far Hills Avenue, Aberdeen Avenue, Shroyer Road and East Drive. Notices will be delivered at the end of March or beginning of April to the residents who are responsible for repairing the damaged sidewalks. Shroyer Road traffic was analyzed comparing speed and volume counts from February 2016, before the Shroyer Road updates, to February 2018. The average speed dropped between 4 and 10 mph and the 85th percentile speed dropped between 6 and 11 mph.
