a. Defray the expense of the Tax Sale; or
b. Reduce the number of vacant and abandoned houses, including rehabilitation, demolition, and foreclosure prevention and counseling.
4. This Ordinance and the fees herein shall be effective ten (10) days after the Ordinance is published pursuant to the law.
