CITY OF OAKWOOD

The Council of the City of Oakwood, State of Ohio, met in an executive session and work session at 6:00 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.
The meeting was streamed live from the Oakwood city website and telecast live on Cable Access Channel 6.
The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mrs. Jackson advised Council she had read the meeting minutes of the August 4, 2025, regular session, executive session, and work session, and the August 18, 2025 work session. Mrs. Jackson reported that she found the minutes to be correct and complete. Therefore, it was moved by Mrs. Jackson and seconded by Mrs. Turben that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.
Proclamation – Mayor Duncan read a proclamation designating September 17–23 as “Constitution Week” and noted that he met with the Daughters of the American Revolution last Friday to present a signed copy.
Jeremiah Burgess, 36 Park Road, expressed concerns regarding the enforcement of the City’s signage policy. He noted that his non-profit organization’s promotional sign was deemed an advertising sign, while other non-profit organizations are permitted to display signs for youth activities and non-commercial purposes. He explained that his organization’s sign included a QR code linking to an informational website (not a fundraising site) and emphasized that signage provides a more effective way to reach the community than flyers or handouts. He requested that Title 12 be reinterpreted to allow temporary signs for non-profit organizations.
Mayor Duncan asked the Law Director to review the Code and draft clarifying language.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THREE-YEAR COLLECTIVE BARGAINING AGREEMENTS WITH THE OHIO PATROLMEN’S BENEVOLENT ASSOCIATION (OPBA) REPRESENTING THE PUBLIC SAFETY DISPATCHERS, AND WITH THE FRATERNAL ORDER OF POLICE, OAKWOOD LODGE NO. 107, (FOP) REPRESENTING THE PUBLIC SAFETY OFFICERS AND PUBLIC SAFETY LIEUTENANTS.
