TO AMEND SECTION I, 2025 ORIGINAL APPROPRIATION ORDINANCE NO. 5009, AND ANY EXISTING SUPPLEMENTS THERETO, TO PROVIDE FOR THE APPROPRIATION OF:
1. AN INTRAFUND TRANSFER IN THE AMOUNT OF $125,200, TO BE REALLOCATED FROM THE “PERSONNEL” SUBFUND TO THE “OPERATING” SUBFUND WITHIN THE LEISURE ACTIVITY FUND, FOR COSTS ASSOCIATED WITH UTILIZING A CONTRACTOR FOR POOL OPERATIONS INSTEAD OF CITY EMPLOYEES;
FOR THE CITY OF OAKWOOD, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2025.

WHEREAS, the City has historically operated Gardner Pool via employees in the Department of Leisure Services, and the 2025 budget appropriation was based on this historical practice; and

WHEREAS, due to the timing of a key employee’s departure, the City Manager has determined that it would be prudent to hire a third-party contractor for these operations; and

WHEREAS, in order to utilize a contractor, the original appropriation must be amended to reflect an increase in operating expenses and a corresponding decrease in personnel expenses; and

WHEREAS, this supplemental appropriation will reallocate expenses between two subfunds within the Leisure Activity Fund, and does not alter the overall expenditures to be made from said Fund;

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OAKWOOD, STATE OF OHIO, THAT:
SECTION I.

To provide for the current expenses and other expenditures of the said city of Oakwood during the period commencing January 1, 2025 and ending December 31, 2025, the following revised sums shall be and they are hereby set aside and appropriated as follows, with added material in bold type and deleted material in strike-through type:

SECTION II.

The Director of Finance is hereby authorized to draw warrants for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefore, approved by this ordinance of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance.

SECTION III.

This ordinance, as an appropriation to meet current expenses of the City, takes effect immediately upon its passage as provided by Section 3.04 of the City Charter.
