The Council of the city of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the second-floor training room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the city of Oakwood.
The meeting was streamed live from the Oakwood city website, telecast live on Cable Access Channel 6, and was available via remote teleconferencing utilizing the Zoom platform.
The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mrs. Hilton advised Council she had read the meeting minutes of the September 18, 2023 regular session, work session and executive session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.
Mayor Duncan reported that due to a clerical error, the 3.75 mill levy will not be on the November 7 ballot as originally planned. The city took all of the proper actions to place the renewal levy on the ballot but, as a result of a clerical error, the final paperwork was sent to the Montgomery County Auditor, rather than the Montgomery County Board of Elections. The city will place the tax levy on the ballot in 2024 and plans to keep the total amount generated by the levy the same as the expiring levy. In other words, the 2024 levy would cost the Oakwood taxpayer the same amount as the current levy. The money generated from the levy pays for essential public services including police, fire & emergency medical response, street and alley maintenance, and public parks.
CITY MANAGER REPORT – Mr. Klopsch reported on the following:
Oakwood residents are starting to enroll in the electricity energy aggregation program. Mr. Klopsch shared that he registered for the program via the city website and it was a simple process. Oakwood’s program is an opt-in program so citizens can choose to join the program, stay with AES, or possibly find better rates by using the State of Ohio’s Apples to Apples website to compare different contracts.
Construction projects are moving along. The 2023 Sidewalk, Curb and Driveway Apron Repair Project was completed last week in the southwest area of the city. Work is continuing on the Far Hills Storm Sewer Reconstruction Project.
Work is underway to replace numerous sections of concrete roadway curbing on Far Hills Avenue, mostly between Patterson Road and the southern corporation line.
