The Council of the city of Oakwood, Ohio met in a work session on Monday, March 11, 2024 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Leigh Turben and Councilmember Healy Jackson. Staff in attendance were City Manager Norbert Klopsch, City Attorney Rob Jacques, Public Works Director Doug Spitler and City Engineer Chris Kuzma. Also attending for a portion of the meeting were MaryLynn Lodor and Don O’Connor with the Miami Conservancy District, and Jeremiah Jenkins with The Oakwood Historical Society.
Mayor Duncan called the work session to order at 5 p.m. Mr. Klopsch introduced MaryLynn Lodor and Don O’Connor and the remaining attendees were invited to do a self-introduction. Mrs. Lodor gave a detailed presentation on the history of the Miami Conservancy District (MCD) and the District’s 2024 Readjustment of Appraisal of Benefit for Oakwood’s Flood Protection System. Three Oakwood properties are now located within the MCD flood plain and are subject to annual assessments. The city is also now subject to annual assessments.
The Oakwood Historical Society President Jeremiah Jenkins joined the meeting at 5:50 p.m.
At 6:07 p.m., Mrs. Lodor and Mr. O’Connor departed the meeting.
Mrs. Turben introduced Mr. Jenkins. He shared information about his goals as the new president of The Oakwood Historical Society (TOHS.) Items discussed included the Long-Romspert House Museum, programs and memberships, and the historical marker program.
At 6:56 p.m., Mr. Jenkins departed the meeting.
Mr. Klopsch commented on issues at 320 Shafor Boulevard in regard to property maintenance and public safety.
At 7:07 p.m., Mr. Spitler and Mr. Kuzma departed the meeting.

Planning & Zoning, Vice Mayor Byington
- Sign Regulation Amendment: Mr. Jacques shared that Council will hold a public hearing at the April 1 regular session on proposed text amendments to the sign regulations of the Zoning Code addressing the regulatory exemption for certain flags and the method for calculating sign face area of temporary signs installed as lawn signs. The Planning Commission heard this matter on March 6th and recommends approval.
- Subdivision Code Amendment: Mr. Jacques reviewed a draft proposed revision to the Subdivision Code addressing the procedure for combining parcels into single zoning lots.
