MINUTES
OAKWOOD CITY COUNCIL WORK SESSION
JUNE 5, 2017

The Council of the city of Oakwood, Ohio, met in a work session on Monday, June 5, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Mayor Duncan called the meeting to order at 6:30 p.m. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan began the work session by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS
    • Mike Wenclewicz Retirement: Mayor Duncan noted that former Assistant Public Works Director Mike Wenclewicz will be recognized this evening for his retirement last Wednesday. Mike served the city of Oakwood for 36 years.
  • VISITORS
    • Oakwood High School Academic Decathlon Team: Mayor Duncan mentioned that members of the National Champion team will be recognized at the regular session this evening. They will be joined by their coach, Mrs. Lori Morris. The team recently won their 6th consecutive national title.
  • LEGISLATION: Council discussed the following four items of legislation on the agenda for the regular session this evening:
    • Ordinance to levy special assessments for the 2016 Sidewalk Repair Project, Mr. Stephens
    • Ordinance adopting the 2018 tax budget, Vice Mayor Byington
    • Resolution approving revisions to First Suburbs Bylaws, Vice Mayor Byington
    • Resolution to vacate prior approval of condominiums at Pointe Oakwood, Mayor Duncan
  • STAFF REPORT: Mr. Klopsch noted that Leisure Services Director Carol Collins will give a staff report at the regular session this evening.
  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • HB 128 – Building Inspections: Mr. Klopsch and Mr. Jacques provided an overview of proposed HB 128. The bill is another assault on home rule powers and includes provisions that would allow for private companies to engage in inspections verifying compliance with local, state and national building codes.
    • Public Properties, Mr. Epley
      • Schenck Pocket Park: Mr. Klopsch confirmed that the city was approved to receive a grant in the amount of $39,004 from the Montgomery County Solid Waste District Incentive Grant Program for improvements to the pocket park at Schenck and Oakwood Avenues. A requirement of the grant is that the city contributes $18,676 in local funds. The total of nearly $60,000 would provide the financial resources necessary to install a swing set and a quad spinner play
