MINUTES
OAKWOOD CITY COUNCIL WORK SESSION
JANUARY 3, 2022

The Council of the city of Oakwood, Ohio, met in a work session on Monday, January 3, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
    • Council Committee Assignments
    • Citizen Committee Appointments
    • Lieutenant Balaj Recognition
    • Lieutenant Promotion
  • VISITORS:
    • Holiday Decorating Awards: Mayor Duncan will recognize award winners as pictures of their homes are displayed.
  • LEGISLATION: Mayor Duncan reported that earlier today, the Montgomery County Board of Elections shared that the city of Oakwood will be gaining one additional voting precinct (Precinct H) based on population shifts identified from the 2020 Census. The approved precinct boundary changes will be released within the next few weeks. Given this change, the following legislation scheduled for this evening is being deferred to the February 7 council meeting:
    • An Ordinance to align Property Maintenance Districts with official voting precincts, Vice Mayor Byington
  • STAFF REPORT: Mayor Duncan noted that there is no staff report scheduled for the regular session this evening.
  • AN OAKWOOD MOMENT: Mrs. Turben shared that she will present the “An Oakwood Moment” at the regular session recognizing Santa’s tour around Oakwood aboard Fire Engine #27.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Income Tax: Mr. Klopsch reported that the 2021 year-end gross income tax receipts were budgeted at $8.5 million. The actual gross collections were $9.97 million. The city website has information addressing the tax implications of telecommuting, or working from home.
