MINUTES OF COMBINED COMMISSION WORKING & REGULAR SESSION

MEETING HELD MONDAY, DECEMBER 09, 2024, BEGINNING AT 9:00 A.M.

Present –

Commissioner Irene Hansen, Commissioner Tracy Killian, Deputy Attorney Tyler Allred, Public Works Director Mike Casper, Surveyor Elect Ryan Allred, Commissioner Elect Jeff Chugg, Human Resource Director Judy Stevenson, Economic Development Director Deborah Herron, Community Development Assistant Director Mike Gottfredson, Duchesne County Residents Caeden Knight, Andy Jones, and Rudy Myore, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Public Works Update

(9:04 a.m.)

Public Works Director Mike Casper gave an update on existing projects and upcoming work. They are working on the Boys Ranch project. Some crew helped set up the Event Center for the Employee Appreciation Banquet last week, and others trimmed trees, graveled roads in Fruitland, and patched County Road 29. They are looking to widen the road in the future.

Discussion & Consideration of the Agreement for Legal Services

Chief Deputy Attorney Grant Charles presented the agreement for legal services before the meeting. This is for legal services for indigent adult criminal defendants. Daniel Irvin will continue his services through December 31, 2025. The parties discussed the agreement. Commissioner Killian made a motion to continue and renew the agreement with Daniel Irvin. Commissioner Hansen seconded the motion. Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.

Discussion & Consideration of Duchesne City’s Project

Andy Jones with Ute LLC, Rudy Myore with Ute LLC, and Caeden Knight with Delsco introduced themselves and explained they want to complete a community project in Duchesne City. They want to remove the dirt piles on a vacant lot next to the Chevron gas station and wonder if the landfill would take the dirt. There would be no cost to the City or the County. They would be donating their time and equipment. The parties discussed the project and the dumping fee.

Assessor’s Office – Tax Adjustments

Treasurer Stephen Potter presented a list of eleven tax adjustments for the Assessor’s office. The list will be kept in the Clerk-Auditor’s office with the minutes. The parties discussed the adjustments. Commissioner Killian made a motion to approve the tax adjustments for December 9, 2024, as presented. Commissioner Hansen seconded the motion. Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.
