The Council of the city of Oakwood, Ohio met in a work session on Monday, September 19, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Anne Hilton. Councilmember Leigh Turben was excused absent. Staff in attendance were Leisure Services Director Carol Collins, City Attorney Rob Jacques and Public Safety Director Alan Hill. Ms. Collins attended in the place of City Manager Norbert Klopsch, who was attending a conference in Columbus, Ohio.
Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. He then invited Chief Hill to provide an update on the issue with the Medic #27 vehicle.
Chief Hill explained that it is essential to have two reliable ambulances, one serving as a primary vehicle and the other serving as a backup, to ensure emergency availability. The current medic #27 vehicle is a 1996 model and is scheduled for replacement in 2024, but it has been experiencing problems with the brake module. Unfortunately, the brake module is no longer manufactured or available, and it cannot be repaired. Chief Hill suggested that a used ambulance be purchased to serve as the City's primary ambulance through 2024, and then to serve as a backup ambulance when a new ambulance is purchased at that time.
Mayor Duncan thanked Chief Hill for the update and then led a discussion on the following agenda items:

- Proclamation recognizing September as National Library Card Month: Mayor Duncan shared that he will present this proclamation at the regular session.

VISITORS: Mayor Duncan noted that the following visitors are scheduled for the regular session this evening:
- Big Brothers Big Sisters, Chris Mackey – Mayor Duncan noted that Oakwood resident Chris Mackey with Big Brothers Big Sisters of Miami Valley will briefly discuss how the community can get involved with Big Brothers Big Sisters.
- 2022 July and August Beautification Award Winners: Mayor Duncan mentioned that he will recognize recipients of the 2022 July and August Beautification Awards.

LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
- A Resolution to approve existing Property Tax Amounts and Rates, Vice Mayor Byington
- An Ordinance to appropriate $120,000 for engineering services on the Traffic Signal System Evaluation and Master Plan project, Vice Mayor Byington
- A Resolution authorizing Collective Bargaining Agreements with PSOs and Lieutenants, Vice Mayor Byington
- A Resolution authorizing a Collective Bargaining Agreement with the Public Safety Dispatchers, Vice Mayor Byington
