CITY OF OAKWOOD

NOVEMBER 6, 2023

The Council of the city of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the second-floor training room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the city of Oakwood.

The meeting was streamed live from the Oakwood city website, telecast live on Cable Access Channel 6, and was available via remote teleconferencing utilizing the Zoom platform.

The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

There were no Zoom visitors in attendance.

Mrs. Hilton advised Council she had read the meeting minutes of the October 2, 2023 regular session and work session, October 16, 2023 work session and executive session, and October 23 executive session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.

STATUS REPORTS

Mayor Duncan read the following comments:

“My apologies to the members of Oakwood City Council, who first heard this story in 2015 and again in 2020. If you are a parent of or a student graduating in 2024 or a new resident of our fine city, I especially urge you to listen to my message. Unfortunately, it is now time to tell my uncle’s story again.

This is the story of Richard Dutro of Lakewood, Ohio a suburb of Cleveland, Ohio. After graduating in Zanesville, Ohio in 1944, 80 years ago, he served in the famed 42^nd Rainbow Division of the American 7^th Army and was awarded two Bronze Stars. After walking across Europe, and 11 days after turning age 19, in April 1945 his division liberated the Dachau Concentration Camp.

He would not talk of his war time experiences for almost 60 years. In response to numerous reported instances of Holocaust deniers in the news media 20 long years ago, he started describing his personal experiences to middle school and high school students in Cleveland. I attended and listened to his story with the students, and it was compelling.
