Discussion & Consideration of the Approach Permits

Public Works Deputy Director Clint Curtis presented a residential approach permit with an aerial view of the property for approval. The approach permit location is 4085 North Cobblestone Road in Tabiona. The parties reviewed the permit and discussed the request. Commissioner Miles made a motion to approve the residential approach permit as presented. Commissioner Killian seconded the motion. Commissioner Miles voted aye, Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.

Discussion & Consideration of Road Striping

Public Works Director Mike Casper explained that only one company uses epoxy paint for road striping. Epoxy paint is more durable than other paint. The parties discussed the request and have received enough information to proceed with the project.

Discussion & Consideration of the Argyle Canyon Trail Improvements OHVR Grant from the Utah Division of Outdoor Recreation

Community Development Deputy Director Mike Gottfredson explained on May 24, 2024, Duchesne County received and signed the State of Utah Contract #242348 from the Utah Division of Outdoor Recreation. This contract commits the County to install a 24-inch tall pipe fence running 2,000 feet on either side of a 16-foot off-highway vehicle (OHV) right of way across private property in Argyle Canyon, a part of unincorporated County. This project will be constructed as a final part of the 91-mile Badlands OHV Loop Trail system. It protects private property from OHV user impacts, delineates the trail for OHV users, and allows wildlife (such as sage grouse) to cross the right of way unencumbered. It will be constructed for harsh winter weather and high-elevation snow loads.

The contract commits $15,000 from Duchesne County as a cash match and the State of Utah to fund $45,000, for a total of $60,000, to hire a contractor to install the project. The parties discussed the project. Commissioner Killian made a motion to ratify the Duchesne County Argyle Canyon OHV Trail Improvements grant contract from the Division of Outdoor Recreation. Commissioner Miles seconded the motion. Commissioner Killian voted aye, Commissioner Miles voted aye, and Commissioner Hansen voted aye. The motion passed.

Discussion of SITLA Easement for the Argyle Canyon OHV Trail

Community Development Deputy Director Mike Gottfredson presented a 3D map using the photo stitching software presented last week during the Weed Control Department presentation. He explained the trail project and showed where the bypass trails would be. He is working with SITLA to amend the current easements. The parties discuss the project and other possible trails for the locals to enjoy.

Discussion & Consideration of the Contract for the Use of County Property for an Incident Control Post

The USDA Forest Service requests the Duchesne County Fairground to serve as the Incident Command Post (ICP) to support complex incident management teams during complex incidents, such as wildland fires. This would include access to the main building, the parking area, and surrounding grounds that allow easy access for heavy equipment, travel time for firefighters, access for large groups of vehicles, and access so that goods and services that support the base camp can be provided from nearby communities. This excludes any baseball fields in the vicinity. The parties discussed the contract and the possible fees. Commissioner Miles made a motion to approve the contract and authorize the chair to sign on behalf of the County. Commissioner Killian seconded the motion. Commissioner Miles voted aye, Commissioner Killian voted aye, and Commissioner Hansen voted aye. The motion passed.

Discussion & Consideration of Ordinance No. 24-411; An Ordinance Amending Ordinance Nos. 93-116, 03-210, 06-246, and 07-252 Adopting Title 3 Chapter 3 of the Duchesne County Code Establishing Rules and Regulations for Fire Protection within Duchesne County

Deputy Attorney Tyler Allred presented the ordinance and explained the reasons for the update. This would combine the current ordinances and add the State Code. The parties discussed the additions and modifications needed before it is approved. The item is postponed until a later meeting.
