OCTOBER 7, 2024 COUNCIL MEETING
City Council met in public session on October 7, 2024. Here are the highlights.
Council meeting minutes were approved for the September 16, 2024 regular session, work session & executive session.
STATUS REPORTS
Lieutenant Promotion – Mayor Bill Duncan presided over a promotion ceremony for PSO Chris Slone and administered the Oath of Office. Chief Hill assisted and commented on the promotional process and PSO Slone’s accomplishments.
VISITORS
An Oakwood resident recognized Mr. Klopsch for his service to the Oakwood community.
LEGISLATION
Oakwood City Council denied the following legislation:

A Resolution and Public Hearing to consider an amendment to the current Sugar Camp/Pointe Oakwood Master Plan to allow the installation of an outdoor sports court (pickleball) on the premises of 1 Russell Place.
STAFF REPORT
Finance Department Presentation: Finance Director Cindy Stafford updated Council on the 2024 financials through September 30 and personnel changes.
CITY MANAGER’S COMMENTS:
City Manager Norbert Klopsch shared his appreciation for Finance Director Cindy Stafford. He recognized that this was his last meeting as City Manager and said that his retirement was bittersweet. Mr. Klopsch recognized current and prior City Council Members, city staff, mentors, family and friends.
COUNCIL COMMENTS

Councilmember Healy Jackson shared that she has known Mr. Klopsch as a friend and from her previous work on the Planning Commission. He helped cultivate her to be a public servant.

Councilmember Leigh Turben shared that Mr. Klopsch will be sorely missed. She then shared images of the storm damage from Hurricane Helene in Ashville, North Carolina. She closed her comments by inviting people to a Miami Conservancy District tour at Lockington Dam on October

Councilmember Rob Stephens thanked Mrs. Stafford for all of her great work and congratulated her on her upcoming retirement. He thanked Mr. Klopsch for everything he has done for the Oakwood community and for him personally as a council member.

Vice Mayor Steve Byington thanked Mrs. Stafford for doing a fantastic job over the years and wished her all the best in retirement. He shared that he is very happy for Mr. Klopsch because there are so many things he can do in his retirement. He mentioned that Sunday, October 13 is the Family Fall Festival event at Shafor Park from 2 – 5 p.m., which is the kick-off to Scarecrow Row.

Mayor Bill Duncan thanked the Public Works Department for all their work cleaning up the storm damage from Hurricane Helene. He noted that some things, including electricity outages, are out of the City’s hands. He encouraged AES to communicate with elected officials and city staff so they can communicate with their residents. Mr. Duncan said that he would say a few words about Mr. Klopsch at the November 4 council meeting.
