The meeting was conducted on Tuesday, January 23, 2024 in the council chamber at the Oakwood City Building, 30 Park Avenue, and was also accessible via Zoom.
Attending in person were:

Attending via remote teleconference were Dr. Elizabeth Maimon, DVM, M.P.H., Member and Mayor Bill Duncan, President.
Excused absent were Dr. Bill Coyne, D.D.S., Vice Chair; Mrs. Diane Scott, R.N., Member; and Dr. Elizabeth Hardy, Ph.D., Member.
Dr. Denka called the meeting to order at 5:30 p.m. and noted that a quorum was not present. There being no action required by the Board this evening, the informational meeting proceeded with those members present.
Annual Organization Meeting: Dr. Denka noted that the annual organization meeting to elect a chair and vice chair for 2024 will be conducted at the next Board meeting.
Minutes of Previous Meetings: Dr. Denka noted that the minutes of the November 21, 2023 meeting will be reviewed and approved at the next Board meeting.
Report from Chair: No report.
Report from Environmental Health Director: Matt Tyler, REHS, Environmental Health Director, commented on the following items:
- 2023 Inspections: Mr. Tyler reviewed the 2023 inspections. There were 122 inspections completed in Oakwood.
- Mobile Food Licenses: The state of Ohio is implementing changes to the mobile food license categories moving from a single category to two categories... High Risk and Low Risk. Oakwood does not have any low risk mobile food vendors at this time.
- Community Health Improvement Plan: Montgomery County completed a three-year community-driven plan that outlines goals, objectives, and strategies that will be used by task forces, coalitions, organizations, and citizens to help improve the community’s health. A one-page summary of the plan was distributed to the Board in advance of the meeting.
Report from Board Administrator/City Manager: Mr. Klopsch commented on the following:
- Public Health – Dayton & Montgomery County Letter of Support: The city recently sent a letter expressing support for a grant application to the Ohio Department of Health, Office of Public Health Emergency Preparedness to address bioterrorism, infectious disease outbreaks, other public health threats and emergencies at the county and regional public health level.
- Annual Report for Health District: Mr. Klopsch commented on the 2024 Health District Annual Report. He will send the report to Board members and Dr. Enseleit later this week. It provides vital statistics for the year.
