STATUS REPORTS

• ➤ PSO Swear-In – Mayor Bill Duncan administered the Oath of Office to Public Safety Officer Kasey Ballinger.
• ➤ 2018/19 State of Ohio Budget – Mayor Bill Duncan delivered a prepared statement on the new state budget.

VISITORS

Phil Plummer, Montgomery County Sheriff – Sheriff Phil Plummer and Chief Deputy Rob Streck presented a briefing on the opioid crisis in Montgomery County.

LEGISLATION

Oakwood City Council approved the following legislation:

• ➤ An Ordinance to appropriate funds for Schenck Park and for Court computer system upgrades.
• ➤ A Resolution to accept a donation of property from Oakwood Investment Group.
• ➤ A Resolution to authorize certification of delinquent charges for cutting noxious weeds.

STAFF REPORT

Assistant City Manager Presentation: Assistant City Manager Jay Weiskircher referenced a PowerPoint presentation and updated Council on Development Projects, Property Maintenance, the Schenck Pocket Park Project and the Far Hills Business District Timber Wall improvements.

CITY MANAGER’S COMMENTS

City Manager Norbert Klopsch reported on the following: The water and sewer department is engaged in underground water system repair work on Hilltop Avenue where it runs into Far Hills Avenue. Chris Harold is a new public works foreman and will be introduced at the August 21 Council meeting. Major construction work is underway on Shroyer Road and will continue for the next three months. The 25 mph work zone is now in place and the Oakwood section of Shroyer Road will operate with one lane in each direction for most of the construction period, with the exception of a brief total road closure late in the project. This closure will be discussed in more detail at the next Council meeting. The Oakwood Public Safety Department is closely enforcing speed limits on Shroyer. A speed board is on loan from the Centerville Police Department at no cost and is being used at various locations for a few weeks to alert drivers of speed violations. The 2017 Sidewalk, Curb and Driveway Apron Project should be done in the next few weeks. The city started a new program for educating Oakwood citizens on keeping green waste/debris out of the street. Roughly 30 door hanger notices were distributed pertaining to the placement of inappropriate debris in the street, and all but two responded within the 72 hour period. The Public Works Department, with oversight from Horticulturist Brian Caldwell, will continue tree trimming in Hatcher’s Plat. The work is being done to ensure safety along sidewalks and streets. City staff is placing notices to residents being impacted.

COUNCIL COMMENTS

• ➤ Councilmember Rob Stephens welcomed PSO Ballinger. He reminded everyone that school starts on August 15, and wished luck to the students, administrators and staff. He thanked Mr. Weiskircher for the thorough presentation. He also thanked Sheriff Phil Plummer and Chief Deputy Rob Streck for attending the meeting.
• ➤ Mayor Bill Duncan asked people to continue enjoying ice cream at Graeters. Blue Turtle Toys is under new ownership and will remain in Oakwood, so he encouraged residents to visit the store. Toasty Barker Boutique plans to move to the Park Avenue Antique location. Mayor Duncan mentioned that his daughter is the owner. The Goodwill store has plans to upgrade the surrounding area and parking lot. Property revaluations will be coming out soon. Over 80% of Oakwood homes sold over the past year or two sold above appraised value, so people recognize the value of living in Oakwood.
