MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, February 26, 2018 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch, City Attorney Rob Jacques and Personnel and Properties Director Jennifer Wilder.

Mayor Duncan called the work session to order at 5:14 p.m. The meeting started with Mr. Klopsch introducing Jennifer Wilder as the City’s new Director of Personnel and Properties. Mrs. Wilder joined staff on Monday, February 12. Mayor Duncan welcomed Mrs. Wilder. Mrs. Wilder then introduced herself, and provided a summary of her professional background.

At 5:25 p.m., Mayor Duncan moved to executive session for conference with attorney.

At 6:15 p.m., Mayor Duncan concluded the executive session and opened the work session. Mrs. Wilder departed the meeting at this time. Mayor Duncan then led a discussion on the following agenda items:

      Shafor Park Tennis Facility: Mr. Klopsch provided an update on the status of plan preparations for the Shafor Park Tennis Facility Reconstruction Project. The most significant remaining challenge involves developing a plan for relocating existing overhead electric and cable infrastructure that currently exists above the tennis facility. The project will be advertised for bid in mid-March and a bid opening is scheduled for late March. Construction is expected to take place from April through July.

      Wright Patterson Water Issue: Mr. Klopsch provided an overview of issues that the city of Dayton and Wright Patterson Air Force Base are addressing that relate to well field contamination. These issues have been documented in several Dayton Daily News articles over the past two weeks.

      Far Hills Crosswalks: Mr. Klopsch confirmed that Council received staff’s opinion that the existing crosswalk signage at Far Hills and Park Avenue is adequate. This matter was raised at the February 5 council meeting.

      2018 Asphalt Mill & Overlay Project: Mr. Klopsch noted that the bid opening for this project is tomorrow afternoon. The scope of work includes resurfacing the entire length of Deep Hollow Road, half of which currently belongs to Dayton and is managed by Five Rivers MetroParks. Mr. Klopsch noted that the existing right-of-way lines and Kettering/Oakwood corporation line along this corridor is inconsistent in relation to the existing roadway. Mr. Klopsch is working with staff from the city of Kettering and Five Rivers MetroParks to partner in a surveying project that will likely lead to a change in the location of the corporation line and right-of-way lines.
