Introduction

The Delaware-Muncie Metropolitan Plan Commission (DMMPC) is the designated Metropolitan Planning Organization (MPO) responsible for the Metropolitan Planning area (MPA) for the Muncie urbanized area in Delaware County, Indiana.

Federal law requires DMMPC to create and maintain a Transportation Improvement Program (TIP). The TIP outlines local projects funded through various federal programs, including:

  • Highways & Safety: Surface Transportation Block Grant (STBG), Highway Safety Improvement Program (HSIP).
  • Air Quality & Sustainability: Congestion Mitigation Air Quality (CMAQ), Carbon Reduction Program (CRP), and Transportation Alternatives (TA).
  • Public Transit: Federal Transit Administration (FTA) Sections 5307, 5309, 5310, and 5339.

Under the Infrastructure Investment and Jobs Act (IIJA), MPOs are required to publish an Annual List of Obligated Projects (ALOP), that is a summary of all projects that received obligated federal funding during the previous state fiscal year. This report serves as a public progress tracker, ensuring transparency in how federal transportation dollars are used in local communities. This document serves as the ALOP for state fiscal year 2026 (July 1, 2025-June 30, 2026).

To understand this report, it helps to understand how federal transportation funding works:

  • A funding “obligation” is a formal legal commitment by the federal government to pay its designated share of a project’s cost.
  • Projects that funds have been obligated for are not necessarily initiated or completed in that program year.
  • The amount obligated will not necessarily equal the total cost of the project.
  • In some cases, obligated funds may exceed the amount programed in the TIP due to changes in a project that take place post letting (after construction has begun).
  • For Federal Transit (FTA) projects, funds are obligated when an FTA grant is awarded.
  • For Federal Highway Administration (FHWA) projects, funds are obligated when a project agreement is signed and the state or local grantee requests that the funds be committed to a project.

The DMMPC creates this listing based on federal funding authorization and obligation information provided by the Indiana Department of Transportation (INDOT) and local transit providers. DMMPC coordinates the MPA planning and programming but does not directly handle or obligate federal funds.

    • PE: Preliminary Engineering
    • RW: Right-of-Way purchases
    • CN: Construction
    • CE: Construction Engineering
  • Programmed Federal Funds: Reflects the federal funding amount included in the FY 2026-2030 TIP for these phases of each project. In some cases, no amount is listed because the funding was previously approved in a prior TIP.
  • Net FY 2026 Obligation: Captures the total amount of funding officially committed or obligated during FY 2026.
  • Federal Funds Remaining Available: Calculates the remaining balance of the NET FY26 obligated funds compared to what is programed in the FY 2026-2030 TIP or 2028-2032 TIP for the next phases.
