Minutes

The Council of the city of Oakwood, Ohio met in a work session on Monday, February 26, 2024 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Leigh Turben and Councilmember Healy Jackson. Staff in attendance were City Manager Norbert Klopsch, City Attorney Rob Jacques, Finance Director Cindy Stafford, Public Safety Director Alan Hill, Public Works Director Doug Spitler and IT Consultant Mark Flannery.

Mayor Duncan called the work session to order at 5 p.m. and Council entered executive session for security arrangements. At 6:10 p.m., Mayor Duncan concluded the executive session for security arrangements and Mrs. Stafford, Mr. Spitler and Mr. Flannery departed the meeting.

At 6:11 p.m., Council entered executive session for property matters. Chief Hill departed the meeting at 6:20 p.m. At 6:42 p.m., Mayor Duncan concluded the executive session for property matters and Council entered work session. Thereafter, Mayor Duncan led a discussion on the following agenda items:

• COUNCIL COMMITTEES
  • Court Liaison, Mrs. Turben
    • Court Fees and Costs: Mr. Jacques reviewed a spreadsheet providing a comparison of Dayton area municipal court fees and costs.
  • Finance, Vice Mayor Byington
    • 2.41 Mill Levy: Mr. Klopsch commented on the BRC letter delivered to all Oakwood addresses on or about February 19 and the message from City Council to be printed in the March 6 Oakwood Register.
  • Safety & Traffic, Mr. Stephens
    • 9-1-1 Program Review Committee: Mr. Klopsch discussed the newly appointed Montgomery County 9-1-1 Program Review Committee and noted that the committee approved a new 9-1-1 plan last Friday that mirrors the current plan. The plan limits distribution of state-collected 9-1-1 revenue to three PSAPs in Montgomery County... the Regional Dispatch Center, Kettering and Huber Heights. The committee will discuss alternate plans for distributing the revenue at a future meeting.
• MISCELLANEOUS
  • Connect GREENE Initiative: Mayor Duncan commented on a request for a letter of support of a Connect GREENE initiative, which entails a grant application being submitted by multiple Greene County, Ohio jurisdictions for several projects including the extension of the Greene County bike trail. Mr. Klopsch will send a letter of support for the initiative.
  • Miami Conservancy District: Mr. Klopsch noted that a representative from the Miami Conservancy District will attend the March 11 work session to provide an update on their Readjustment of Appraisal of Benefits for our Flood Protection System.
