THE MINUTES OF THE MEETING OF THE BOARD OF HEALTH, CITY OF OAKWOOD, STATE OF OHIO

The meeting was conducted on Tuesday, November 23, 2021 in the council chamber at the Oakwood City Building, 30 Park Avenue, and was also accessible via Zoom.

In attendance were:

Dr. Bill Coyne, D.D.S., Member
Dr. Steve Enseleit, M.D., Health Commissioner
Norbert Klopsch, Administrator/City Manager
Paul Scaglione, REHS, Environmental Health Director

Also in attendance were Oakwood Schools Superintendent Dr. Kyle Ramey and Public Safety Director Alan Hill. Attending via remote teleconference utilizing the Zoom.com platform were the following: Dr. Elizabeth Maimon, DVM, M.P.H., Member; Mrs. Diane Scott, R.N., Member; and Mayor Bill Duncan, President.

Dr. Denka called the meeting to order at 5:30 p.m. and led a discussion on the following agenda items:

Minutes of Previous Meetings: Dr. Denka asked that the minutes of the August 31, 2021 meeting be reviewed. There being no requested edits, a motion to approve was made by Dr. Wilson and seconded by Dr. Coyne. Upon viva voce vote, the motion passed and the minutes were approved.

Report from Chair: No report.

Report from Environmental Health Director:

  • Update on Oakwood, Montgomery County and statewide COVID-19 numbers: Mr. Scaglione reported on the recent rise in COVID-19 cases and hospitalizations across Ohio after cases had steadily declined from mid-September to late October. He confirmed that the Board received a written report on COVID-19 numbers in Oakwood, including the Oakwood Schools. The pandemic continues to follow a cyclical trend. The Oakwood Schools had three more positive cases over the past week, but the total number is still low.
  • 2022 Cost Methodology: Mr. Scaglione reported that he completed the annual cost methodology and recommends leaving the fees the same as 2021.
  • Ohio Department of Agriculture Survey: Mr. Scaglione shared that the Ohio Department of Agriculture completed a survey of Oakwood City Health Department's Retail Food Establishment (RFE) Licensing and Inspection Program. Oakwood Health Department was again approved. The survey report will be available in 40 days. The information surveyed was the same that was surveyed in July by the Ohio Department of Health (ODH). There are seven action items from the survey that Mr. Scaglione will address.

Report from Board Administrator/City Manager:

  • COVID-19 update from Oakwood City Schools: Dr. Kyle Ramey provided an overview on operating Oakwood Schools during the pandemic. The number of COVID-19 cases continue to rise in the schools following recent state trends. The Schools continue to assess COVID-19 transmission and make the appropriate adjustments accordingly. To date, the schools have not had anyone seriously ill. At the moment, the Schools are planning to go “masks optional” for elementary school students starting on the Tuesday after MLK Day, but that may change based on the status of the virus. Dr. Ramey thanked Dr. Enseleit for
