AUGUST 1, 2022 COUNCIL MEETING

City Council met in public session on August 1, 2022. Here are the highlights.

Council meeting minutes were approved for the July 18, 2022 regular session and work session.

STATUS REPORTS

  • ➢
    Proclamation recognizing The Oakwood Club for 60 great years – Mayor Duncan read a proclamation recognizing The Oakwood Club for 60 years of business in Oakwood.
  • ➢
    Proclamation recognizing Laura Hart and family – Mayor Duncan read a proclamation recognizing Laura Hart and her family for their outstanding volunteer community service in establishing and leading the American Flag project.
  • ➢
    Auditor of State Award – Mayor Duncan reported that the Oakwood Finance Department was again awarded the Auditor of State Award for Excellence in Financial Reporting. He congratulated Finance Director Cindy Stafford, CPA, on this recognition.

VISITORS – There were no visitors wishing to address Council.

LEGISLATION

Oakwood City Council approved the following legislation:

  • ➢
    A Resolution to apply for Amendment 2 grant funds.
  • ➢
    An Ordinance to establish a new fund known as the OneOhio Fund.
  • ➢
    A Resolution and public hearing to consider a zoning appeal filed by Insomnia Cookies regarding extended operating hours.

PUBLIC HEARING

A public hearing was conducted to review a zoning appeal filed by Insomnia Cookies, 6 Oakwood Avenue, Unit C. The appeal arises from the Planning Commission’s May 4, 2022 decision to approve extended operating hours only on Friday and Saturday nights, and only until 10:00 p.m.

The hearing included a staff report and public testimony. By a vote of 4 – 0, with one member recused, City Council voted to override the Planning Commission’s decision. This decision was memorialized in Resolution No. 1897 and allows the business to: 1) remain open for retail customers until 11:00 p.m. on Fridays and Saturdays, and 10 p.m. on Sundays through Thursdays; and 2) conduct delivery operations until 2:00 a.m. daily.

STAFF REPORT

Public Safety Department Presentation: Chief Alan Hill, Public Safety Director, referenced a PowerPoint presentation and updated Council on the following topics: Crisis Now; 988 Hotline; Personnel Changes; Case of Note; PSAP Compliance; Use of Force Stats; Camera Update; CodeRED; Good Choice Tickets; Bike Patrol and the Citizen Police Academy.

AN OAKWOOD MOMENT

Councilmember Hilton highlighted Dayton History as part of Oakwood’s heritage.

CITY MANAGER’S REPORT

City Manager Norbert Klopsch updated Council on the following topics: 2022 asphalt repaving; new pickleball courts at Orchardly Park; and Gardner Pool deck reconstruction.
