Oakwood City Council Work Session

March 4, 2024

The Council of the city of Oakwood, Ohio met in a work session on Monday, March 4, 2024 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Rob Stephens, Leigh Turben and Healy Jackson. Staff in attendance were City Manager Norbert Klopsch and Law Director Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following work session agenda items:

  • STATUS REPORTS:
    • Proclamation recognizing April 7 – April 13 as “National Library Week.” Mayor Duncan shared that he will present this proclamation at the regular session this evening.
    • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make an appointment to the Board of Zoning Appeals.
  • VISITORS: None scheduled.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • A Resolution of Necessity for 2025 Street Lighting Program, Mr. Stephens
    • An Ordinance to Proceed with the 2025 Street Lighting Program, Mr. Stephens
    • A Resolution of Necessity for 2024 Sidewalk Repair Program, Mr. Stephens
    • An Ordinance to Proceed with the 2024 Sidewalk Repair Program, Mr. Stephens
    • A Resolution approving the Montgomery County 9-1-1 Services Final Plan, Mr. Stephens
  • STAFF REPORT: Mr. Klopsch noted that City Engineer Chris Kuzma, P.E., will deliver a PowerPoint presentation at the regular session this evening.
  • MISCELLANEOUS
    • March 11 Work Session: Mr. Klopsch noted that MaryLynn Lodor from Miami Conservancy District will attend the March 11 work session from 5 – 6 p.m., and then Jeremiah Jenkins from The Oakwood Historical Society will join the meeting.
    • Five Points Intersection: Mrs. Jackson reported on a meeting she had recently with two Oakwood residents who remain opposed to construction of a roundabout at Five Points. Mrs. Jackson informed the residents that the project is shelved and that there is no timeline set for revisiting it.
