MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, October 7, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Anne Hilton and Councilmember Chris Epley. Councilmember Rob Stephens was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for the executive session was Chief Alan Hill, Director of Public Safety.

Mayor Duncan called the meeting to order at 6:10 p.m. and began the meeting with an executive session for conference with attorney. Mayor Duncan closed the executive session at 7:07 p.m. and began the work session by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

• STATUS REPORTS: Mayor Duncan reported that he will deliver a status report on traffic enforcement in Oakwood during the regular session this evening.
• VISITORS: Mr. Klopsch mentioned that he anticipates that Dr. Derrick Foward will speak about traffic enforcement during the visitors portion of the regular session this evening. Dr. Foward is the president of the Dayton Unit of the NAACP.
• LEGISLATION: City Council discussed the following item of legislation scheduled for the regular session agenda this evening:
  • An Ordinance to amend 2019 appropriations to pay off the Ohio Police & Fire Pension Liability and to purchase a vehicle for the Director of Engineering and Public Works, Vice Mayor Byington
• STAFF REPORT – LEISURE SERVICES DEPARTMENT: Mr. Klopsch noted that Leisure Services Director Carol Collins will give a PowerPoint presentation at the regular session this evening.
• COUNCIL COMMITTEES
  • Public Properties, Mr. Epley
    • Electric Sign at Lane Stadium/Old River: Mr. Klopsch reported that Leisure Services Director Carol Collins is discussing with Oakwood School officials options for possibly using the electronic changeable copy sign at Lane Stadium/Old River.
    • Shafor Park Tennis Court Practice Wall: Mr. Klopsch noted that he recently met with Council Members Epley and Stephens to discuss options for installing a netting system above the practice wall at the new Shafor Park Tennis Courts. That discussion concluded with a decision that this installation is presently not warranted.
  • Streets & Alleys, Mr. Stephens
    • Vehicle Charging Station at Wright Library: Mr. Klopsch shared that Wright Library is inquiring about the possible installation of a vehicle recharging station along Telford Avenue adjacent to the library.
