OAKWOOD CITY COUNCIL WORK SESSION

SEPTEMBER 16, 2019

The Council of the city of Oakwood, Ohio, met in a work session on Monday, September 16, 2019 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 6:30 p.m. and began by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following work session agenda items:

  • STATUS REPORTS: Mayor Duncan reported that he will present a proclamation at the regular session this evening recognizing September 17-23 as “Constitution Week.
  • VISITORS: Mayor Duncan noted that the following two visitors will address Council this evening:
    • Joe Braden, Auditor of State
    • Stormwater Placards: Little Miami Watershed Network and The University of Dayton River Stewards
  • LEGISLATION: City Council discussed the following four items of legislation scheduled for the regular session agenda this evening:
    • An Ordinance to establish the Special Improvement District Assessment Fund, Vice Mayor Byington
    • A Resolution to approve Existing Property Tax Amounts and Rates, Vice Mayor Byington
    • A Resolution authorizing Collective Bargaining Agreements with PSOs and Lieutenants, Vice Mayor Byington
    • A Resolution authorizing a Collective Bargaining Agreement with the Public Safety Dispatchers, Vice Mayor Byington
  • STAFF REPORT – PUBLIC WORKS DEPARTMENT: Mr. Klopsch noted that he will give a PowerPoint presentation at the regular session this evening.
  • COUNCIL COMMITTEES
    • Finance, Vice Mayor Byington
      • Police Pension Fund Payoff: Mr. Klopsch reported that one Budget Review Committee (BRC) member questioned the plan for accelerated payoff of the remaining pension fund liability. He suggested that the 4.25% interest rate was low, and that staff might reconsider the early pay off plan. None of the other 15 committee members present at the September 10 meeting expressed the same views. Mr. Klopsch confirmed that the City has sufficient cash balances to make the payment and recommends proceeding with the plan to pay off the liability with one installment later this year, and a second installment in early 2020.
      • 2019 Supplemental Appropriations: Mr. Klopsch shared that the $200,000 +/- pension fund payment planned for November will likely require a supplemental appropriation. He also noted that a supplemental appropriation
