may be presented for the purchase of a city vehicle for use by the Director of Engineering and Public Works. This position has been vacant for five years and is scheduled to be filled later this year. In lieu of a 2019 supplemental appropriation for this purchase, the item could be included in the 2020 Budget.

Special Projects Fund: Mr. Klopsch reported that the Special Projects Fund currently has a balance of about $700,000. He plans to propose transfers into this fund over the next few years, as money is available. Money set aside in this fund is earmarked for the rebuilding of the timber wall and associated street scape features in the Far Hills Avenue Business District. This project is currently programmed for 2025 at an estimated cost of $3 million. Mr. Klopsch mentioned that staff may propose that the project be funded with a combination of tax dollars and special assessments.

      Property Maintenance Issues: Mr. Klopsch reviewed the status of property maintenance issues on Forrer Boulevard and Wisteria Drive.

      Recycling Center Improvements: Mr. Klopsch mentioned that a Budget Review Committee member suggested at the September 10 meeting that proposed 2021 improvements to the City recycling center at Creager Field be moved to a location in the public works yard. Staff believes that this suggestion is worth studying.

      Gardner Pool: Mr. Klopsch commented on the shortened pool hours during the last ten +/- days of the pool season between the start of school and the pool closing on Labor Day. Unlike the rest of the pool season, during these last ten days the pool opens at 3 p.m. rather than 12 noon. The primary reason for this is the difficulty in obtaining lifeguards and other pool staffing.

      Public Works Storage Building: Mr. Klopsch noted that he presented to the Budget Review Committee last week plans to install a vehicle and equipment storage building in the northeast corner of the public works yard. There were no objections stated by BRC members.

      Parks Master Plan: Mr. Klopsch mentioned that Carol Collins and her staff have been working on a master plan for improvements to the three primary Oakwood parks. A significant portion of the October 28 Council/Staff Retreat will be dedicated to discussing this plan.

      Electric Scooters: Mr. Klopsch noted that the Public Safety Department is retrieving SPIN electric scooters in the northern edge of Oakwood public rights-of-way. At present, these scooters have only been found along the south side of Irving Avenue.
