CITY OF OAKWOOD
STATE OF OHIO
The Council of the City of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.
The meeting was streamed live on the Oakwood city website and broadcast on Cable Access Channel 6.
The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Mr. Dorf advised Council he had read the meeting minutes of the January 5, 2026, regular session and work session, and the January 12, 2026 executive session. Mr. Dorf reported that he found the minutes to be correct and complete. Therefore, it was moved by Mr. Dorf and seconded by Vice Mayor Byington that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.
STATUS REPORTS
2026 State of the City Address – Mayor Duncan presented the 2026 State of the City Address. Key topics included transition, community events, city services, public safety, public works, 2026 goals and financial stewardship. The full address can be viewed on the City’s website.
VISITORS
Ann Febus, President of the Oakwood Historical Society, addressed Council regarding the Society’s vision, which focuses on preserving, enhancing, and sharing Oakwood’s history with the community. Ms. Febus emphasized the importance of membership and community support in advancing this mission and highlighted how engagement helps sustain the Society’s programs and events. She also expressed her hope for continued cooperation and coordination between the City and the Historical Society to benefit the community.
Rose Lounsbury, 222 Wonderly Avenue, addressed Council to announce her candidacy for the Ohio House of Representatives District 36, which encompasses Oakwood, Kettering, Riverside, East Dayton, and downtown Dayton. Ms. Lounsbury is a resident of Oakwood and a parent of triplets attending Oakwood Schools. She expressed her commitment to being an ally in the Statehouse.
