STAFF REPORT
Public Safety Department Presentation: Chief Alan Hill, Public Safety Director, presented a Public Safety Department update. The presentation included: Crime Trends, EMS Trends, Fire Trends, In-service Training Program, Citizen Police Academy, Engine 27 Replacement, CIT Co-responder Program and Employee Recognition.
Mr. Dorf asked Chief Hill about anticipated future trends affecting the department. Chief Hill responded that recruitment and retention will continue to be significant challenges over the next several years. He noted that attracting qualified applicants may become increasingly difficult.
Detective Ballinger was recognized for leading numerous complex and high-profile investigations, often in partnership with federal and regional agencies, resulting in successful prosecutions involving bank robbery, large-scale fraud and identity theft, and serious crimes against victims, including sexual exploitation. Her work has earned significant regional recognition, including the 2024 Oakwood TCSU Investigator of the Year, the 2025 Hundred Club of Dayton Robert B. Jacob Award of Merit, and selection as Montgomery County Police Chief’s Officer of the Year. Council commended Detective Ballinger for her professionalism, dedication, and outstanding service in protecting the community.
CITY MANAGER’S COMMENTS
Mrs. Smiddy thanked the Council for their continued support and for the renewal of her employment contract.
Mrs. Smiddy acknowledged the extraordinary efforts of city employees during the recent snow event and expressed appreciation to all Public Works and Public Safety staff for their dedication and service.
A reminder was provided to City Council members that the employee chili cook-off will be held at noon on Friday at the Oakwood Community Center (OCC).
COUNCIL COMMENTS
Mr. Dorf expressed gratitude to the Public Works Department for doing a phenomenal job. He also invited Oakwood community members to join him in celebrating Black History Month and wished everyone a Happy Lunar New Year.
Mrs. Jackson noted that significant planning by the City Manager and city took place in advance of the recent snow event.
Mrs. Turben shared that she attended a naturalization ceremony and remarked that the true significance of the event lies in the effort and commitment required of individuals to achieve naturalization. She welcomed the new citizens and acknowledged the privilege of citizenship.
Vice Mayor Byington commended the Mayor on a fantastic State of the City address and expressed appreciation for the Oakwood community, noting that it is a privilege to live in and serve the City.
