Chairman Miles welcomed everyone to the meeting.

Public Works Director Mike Casper updated the public on existing projects and upcoming work. The road project in Bluebell should be completed today. They are working on the new yard. Material needs to be brought in for fill. Both crushers are running. The parties discussed the right-of-way and the approach. Surveyor Ryan Allred showed the survey of the area. They are replacing some guardrails in the Rock Creek area. UDOT asked to store material related to the Highway 40 Fiber Project on the County’s lot in the Pinon Forest area. The Commissioners have agreed to allow the storage.

Public Works Deputy Director Clint Curtis presented a residential approach permit. He explained it would access two lots and meet all the requirements. The parties discussed the approach and location. Commissioner Chugg made a motion to approve the residential approach permit and authorize the chair to sign on behalf of the County. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.

TriCounty Health Department Director Kirk Benge introduced himself, Deputy Director Darrin Brown, and PIO Sydnee Lamb. Director Benge presented the 2025 Annual Report and explained the department's revenue, expenses, employee decline, department highlights, health challenges, and program solutions in the TriCounty area. The parties discussed the possible challenge of not having federal funding. Community Health Day is April 26. The Commissioners thanked TriCounty Health for the challenging things they do every day.

Emergency Management Director Josh Phillips presented the ImageTrend order form and information for Fire Reporting, Data Analytics, Personnel Management, and Operations. He explained that the program they are currently using is incompatible with the requirements. The State of Utah uses this software for EMS; they are transitioning to fire. The parties discussed the software and how it could be offered to the cities. The start-up fee is $9,505.44 and $5,626.84 annually after that. Commissioner Killian made a motion to approve the agreement with ImageTrend for $9,505.44 and authorize the chair to sign. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.
