OAKWOOD CITY COUNCIL WORK SESSION
MAY 4, 2026

The Council of the City of Oakwood, Ohio, met in a work session on Monday, May 4, 2026, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS:
    • Fishbeck Presentation: Mayor Duncan announced that Fishbeck will provide a high-level overview of its evaluation of the City’s water supply and Water Treatment Plant capacity during this evening’s regular session.
    • Citizen Committee Appointments: Mayor Duncan indicated that he would call for a vote during the regular session this evening to appoint a member to the Budget Review Committee.
    • Proclamations: Mayor Duncan noted that he will present two proclamations at this evening’s regular session: one recognizing May 11–16, 2026, as “E-Bike Safety Awareness Week,” and another recognizing the month of May as “Codebreaker Month.”
  • VISITORS: None scheduled.
  • LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
    • An Ordinance to Proceed with the 2027 Street Lighting Program, Mrs. Jackson
    • An Ordinance to levy special assessments for the 2027 Street Lighting, Mrs. Jackson
    • An Ordinance to Proceed with the 2026 Sidewalk Repair Program, Mr. Dorf
    • A Resolution declaring the necessity of placing a 2.72 mill renewal tax levy on the November 3, 2026 ballot, Vice Mayor Byington
    • An Ordinance adopting the 2027 tax budget, Vice Mayor Byington
    • A Resolution and Public Hearing to consider an amendment to the current Sugar Camp/Pointe Oakwood Master Plan to allow the installation of an outdoor sports court (pickleball) and the expansion of the parking lot on the premises of 1 Russell Place, Mrs. Jackson
  • MISCELLANEOUS
    • Mrs. Turben provided an update to Council on conversations she and Mr. Dorf have had with State Representative Andrea White regarding e-bike safety. The state legislative calendar requires bills to be submitted by May 15 to be considered in this legislative session, so they are focusing on education issues for now rather than a comprehensive regulatory framework. Council discussed this at length.
    • Mrs. Smiddy provided an update on her discussions with Oakwood United Soccer Club regarding field conditions and the upcoming field study. While progress is being made with the Club’s board, some parents are operating at cross purposes and may not be communicating with their own board.
