The Council of the city of Oakwood, Ohio, met in a work session on Monday, May 1, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Captain Mike Tanner, Director of Engineering and Public Works Doug Spitler and Staff Engineer Chris Kuzma. Oakwood resident Jim Foster was present by invitation of the City Manager to participate in the executive session.
Mayor Duncan called the work session to order at 6:00 p.m. and Council moved to an executive session for property and personnel matters.
At 6:42 p.m., Council concluded the executive session and moved back to work session. Mr. Spitler, Mr. Kuzma and Mr. Foster departed the meeting at this time.
Mr. Klopsch asked Captain Tanner to discuss events that took place during an April 28 6th grade dance held at the Oakwood Community Center. Captain Tanner provided details about a reported knife incident that ended up being false. He also commented on a recent fatality involving an infant child, and on an unrelated incident on Telford Avenue involving a child struck by a vehicle. Captain Tanner departed the meeting at 7 p.m.
Mayor Duncan then reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
- Proclamation recognizing the month of May as “National Tennis Month.” Mayor Duncan shared that he will present the proclamation.
- VISITORS: Mayor Duncan noted that there is an Oakwood resident who will be addressing Council at the regular session this evening.

LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
- An Ordinance to levy special assessments for the 2024 Street Lighting, Mr. Stephens
- An Ordinance adopting the 2024 tax budget, Vice Mayor Byington
- An Ordinance to provide a supplemental appropriation for the Far Hills Storm Sewer Reconstruction Project, traffic signal study engineering costs and a replacement scooter, Vice Mayor Byington
- An Ordinance authorizing the acquisition of four storm sewer easements, Vice Mayor Byington
- STAFF REPORT: Mr. Klopsch noted that Finance Director Cindy Stafford will deliver a PowerPoint presentation at the regular session this evening.
