Commissioner Greg Miles, Commissioner Jeff Chugg, Commissioner Tracy Killian, Chief Deputy Attorney Grant Charles, Public Works Director Mike Casper, Public Works Deputy Director Clint Curtis, Economic Development Director Deborah Herron, Deputy Clerk-Auditor Lexie Young, Human Resource Director Judy Stevenson, Human Resource Generalist Tommi Mascaro, Jeff Baker, and Brock Harrison with Jones & DeMille Engineering, Public Defender Michelle Hull, Sheriff Travis Tucker, Deputy Sheriff Scott Hargis, Clay Crozier with PLPCO, Surveyor Ryan Allred, and Commission Executive Assistant Melissa Hughes is taking the meeting minutes.

Chairman Miles welcomed everyone to the meeting.

The parties opened the two bids received:

• Roadsafe Traffic Systems Inc. – Schedule 1 - $338,750, Schedule 2 - $357,500, total - $696,250.00
• Straight Stripe Painting Inc. - Schedule 1 - $540,512.50, Schedule 2 - $574,375.00, total - $1,114,887.50

The parties allowed Jones & DeMille Engineering and staff time to review the bid documents.

Brock Harrison with Jones & DeMille Engineering stated that both companies submitted all the required documents. He recommended that Roadsafe Traffic Systems Inc. be awarded the 2025 Roadway Maintenance bid for striping, with a total bid price of $696,250.00. Commissioner Chugg made a motion to follow the recommendation of Jones & DeMille Engineering and award the striping contract to Roadsafe Traffic Systems Inc. for $696,250.00. Commissioner Killian seconded the motion. Commissioner Chugg voted aye, Commissioner Killian voted aye, and Commissioner Miles voted aye. The motion passed.

Public Defender Michelle Hull gave an update for her department. The office was created about a year ago. She has hired two attorneys and would like to hire another within a year. They canceled one of the indigent defense contracts, and she is taking on more juvenile cases in her office. They have been assigned 280 cases since June 2024 and are working on old cases with the prosecutor's office. She talked about setting up the office and training the attorneys have attended. The parties discussed the conflict of interest contract and how the County would always have an attorney contracted. The Commissioners thanked her for what she had done and for working to get everything moved in-house. Chief Deputy Attorney Charles said that working with Ms. Hull and her office has been the best process that it ever has.

Sheriff Travis Tucker and Deputy Sheriff Scott Hargis explained the alcohol monitoring system. The offenders can wear the ankle monitor, and it will alert the Sheriff’s office if they consume alcohol. This is an additional option the Judge can choose from instead of the offender staying in jail. The monitoring devices were purchased with a grant, and the software is needed for the monitoring. The parties discussed the contract and options. Commissioner Killian made a motion to approve the SCRAM Agreement. Commissioner Chugg seconded the motion. Commissioner Killian voted aye, Commissioner Chugg voted aye, and Commissioner Miles voted aye. The motion passed.
