Prior to major system procurements, a cost-benefit analysis shall be presented to the Council and Commissioners.

Section 8. Change Management and Training

The Initiative shall include a formal Change Management Program, including:

  • Staff training and onboarding for new systems
  • Standardization of processes across departments
  • Clear documentation of policies and procedures
  • Communication plans to ensure countywide adoption

Department heads shall cooperate in implementation and ensure staff participation.

Section 9. Budgetary Authority Preserved

Nothing in this resolution authorizes expenditures in excess of appropriations or supersedes statutory fiscal controls of the County Council.

Section 10. Effective Date

This resolution shall take effect immediately upon adoption.
