The Council of the city of Oakwood, State of Ohio, met in a work session and executive session at 6:30 p.m. in the second-floor training room of the city of Oakwood, 30 Park Avenue, Oakwood, Ohio, 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the city of Oakwood.
The meeting was streamed live from the Oakwood city website, telecast live on Cable Access Channel 6 and was available via remote teleconferencing utilizing the Zoom.com platform.
The Mayor, Mr. William Duncan, presided, and the Clerk of Council, Ms. Lori Stacel, recorded. Mayor Duncan opened the meeting by asking all present to participate in the Pledge of Allegiance.

Mrs. Hilton advised Council she had read the meeting minutes of the October 4, 2021 regular session, work session and executive session, and October 25, 2021 executive session. Mrs. Hilton reported she found the minutes correct and complete. Therefore, it was moved by Mrs. Hilton and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously and it was so ordered.
Public Safety Officer Jesse Schaffer Funeral Procession – Mayor Duncan thanked the Montgomery County Sheriff’s Office, the Dayton Fire Department and Centerville Dispatchers for volunteering to provide public safety services to the Oakwood community during the funeral services for Public Safety Officer Jesse Schaffer so the Oakwood Public Safety Department could attend. Mayor Duncan then presented a video of Oakwood Public Safety Officer Jesse Schaffer’s funeral procession along Park Avenue.
Major General Charles D. Metcalf – Mayor Duncan shared that General Charles D. Metcalf passed away last week. General Metcalf retired from the United States Air Force in the early 1990’s. Following active duty, General Metcalf served as the Director of the National Museum of the United States Air Force. He also served as a member of Oakwood City Council from January 1, 1996 to December 31, 1999. Mayor Duncan extended condolences to General Metcalf’s family and friends.
Scarecrow Row Award Winners – Mayor Duncan recognized the following 2021 Scarecrow Row Award winners. Third Place – “Mothra vs. The Scarecrow” by the Smith/Callahan Families; Second Place – “Pumpkinrot” by Mr. Strapple Goes to Oakwood; First Place – “Scare-Us-Wheel” by Scout Troop 193; Mayor’s Award – “Trick or Tree – What do you see?” by the Oakwood Beautification Committee.
Mayor Duncan thanked the 26 groups of scarecrow builders and the judges for their participation in the event.
