Mayor Duncan and Vice Mayor Byington have reviewed this agreement as members of City Council’s Finance Committee, and this resolution will authorize the City Manager to implement it. Again, City Council commends Chief Alan Hill for his efforts on the City’s behalf, and also the Oakwood Public Safety Dispatchers for their help in coming to a reasonable agreement.

Thereupon, it was moved by Vice Mayor Byington and seconded by Mr. Stephens that the resolution be passed.

Upon call of the roll on the question of the motion, the following vote was recorded:

There being five (5) yea votes and no (0) nay votes thereon, said resolution was declared duly passed and it was so ordered.

Mayor Duncan commented that the efforts of Chief Alan Hill and Personnel & Properties Director Jennifer Wilder in reaching these new agreements cannot be understated. Mayor Duncan added that the city of Oakwood is fortunate to have the best public safety staff.

Public Works Department Presentation: Mr. Klopsch referenced a PowerPoint presentation and began his report by discussing two recent events that were shocking to the Dayton region.

The Miami Valley experienced one of the most active and severe weather events over Memorial Day weekend. The tornadoes caught many by surprise and created destruction throughout areas in the region, with the closest, Dayton, being just three miles away from Oakwood. Dayton’s City Manager asked for assistance from Oakwood to help with the Dayton area clean-up effort. Oakwood assisted the city of Dayton with three or four person Public Works crews over a period of eight days. Dayton requested possible FEMA reimbursement for Oakwood services totaling about $20,000. Oakwood assisted Dayton gladly during this difficult time.

Last Monday, Gary Rolfes, a nearly 20-year employee of the Oakwood Public Works Department, visited The White House. President Trump spoke about Gary’s son, Brian, who was the second Dayton police officer that charged the active shooter at the Oregon District. President Trump presented the Medal of Valor to Officer Brian Rolfes and five other Dayton police officers for their heroic efforts that night. The quick response of the Dayton police officers saved many lives.

Mr. Klopsch then provided an update on the following Public Works projects.

Concrete street repair work was completed on Ridgeway Road, Fairforest Circle, Park Avenue, and E. Schantz Avenue. This was a $360,072 investment in the roadway infrastructure. While the three month project was disruptive, the concrete repairs are more cost effective than the alternative of replacing the entire street. The proposed 2020 concrete work will consist of replacing roadway curb along Far Hills Avenue from Patterson Road to the north end of Oakwood, and pavement repair on Oak Forest Drive.

Asphalt repaving was completed on Spirea Drive; Greenmount Boulevard; Peach Orchard Avenue (Far Hills Avenue to Shroyer Road); East Drive (Shafor Boulevard Avenue to Shroyer Road); Hathaway Road (Patterson Road to South Corporation Line); Alpine Lane; Hilltop Avenue; Fairmont Avenue; and Hillview Avenue (Alpine Lane to South Corporation Line). The contractor, JR Jurgensen, did a great job. This was a $380,522 investment. The proposed 2020 Budget includes $300,000 for asphalt repairs, some of which will go toward asphalt rejuvenation. The only remaining north/south street to repair is Delaine Avenue, which is scheduled for next year.

The repaving work on East Drive from Shafor Boulevard to Shroyer Road was paid for by Vectren due to the extensive pavement damage resulting from their 2018 gas line work. That cost was $38,592.

The 2019 Sidewalk, Curb and Driveway Apron project was completed in the area bounded by Far Hills, Forrer, Shroyer, Acorn and Patterson at a cost of $192,955. The 2020 project will take place in the northeast quadrant of Oakwood.

Mr. Klopsch then commented on a few smaller projects that were done throughout Oakwood.
