AN ORDINANCE ADOPTING THE 2026 TAX BUDGET FOR THE CITY OF OAKWOOD, OHIO, FOR THE FISCAL YEAR BEGINNING JANUARY 2026.
A copy of the ordinance, having been placed on the desks of each member of Council prior to introduction, was read by title.
Vice Mayor Byington explained that to comply with Section 6.01 of the City Charter, this is the annual housekeeping ordinance to estimate the city’s revenues and expenses for calendar year 2026.
This was a first reading of the ordinance, so Vice Mayor Byington made no motion.
AN ORDINANCE EXPRESSING THE CITY’S INTENT TO NEGOTIATE JOINTLY WITH OTHER CITIES IN THE REGION ON A ONE PRICE SCHEDULE UNDER WHICH ELECTRIC LIGHT SERVICES SHALL BE FURNISHED TO THE RESIDENTS OF THE CITY FOR THE PURPOSE OF STREET LIGHTING.

Mr. Stephens explained that City’s contracts for electric street lighting services are due to expire at the end of this year, December 31, 2025. In order to get the best possible rates for a renewal, this ordinance will allow the Miami Valley Communications Council (“MVCC”) to conduct joint negotiations on behalf of Oakwood and other member cities, obtaining a single low pricing schedule for everyone. We have used this approach in the past with favorable results, as it allows us to leverage the buying power of a larger group.
This ordinance is being introduced as an emergency measure to ensure it takes effect immediately, in time for MVCC’s June participation deadline.
Thereupon, it was moved by Mr. Stephens and seconded by Vice Mayor Byington that the ordinance be passed.
Mayor Duncan acknowledged Mr. Stephens for his many years of service as Oakwood’s delegate to the Miami Valley Communications Council (MVCC) board.

Mrs. Smiddy shared that the City of Oakwood has entered into a Memorandum of Understanding with the Miami Valley Communications Council/Tactical Crime Suppression Unit regarding the provision of mental health services in collaboration with neighboring municipalities.
