DELAWARE-MUNCIE METROPOLITAN PLAN COMMISSION
JUNE - 2026 REGULAR MONTHLY MEETING MINUTES
The Delaware-Muncie Metropolitan Plan Commission held its regular monthly meeting on Thursday June 4, 2026 at 6:00 PM, in the Commissioners’ Court Room (309A) of the Delaware County Building, Delaware County Indiana. Vice-President Nae Carroll called the meeting to order.

ROLL CALL:
Ms. Swackhamer called roll and the following members were present: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. Ivy, Ms. Kring, Mr. LaChat, Mr. Landess, and Ms. Sipe. Absent: Mr. Borchers, Mr. Leach, and Mr. Smith. Also Present: Mr. Murphy, attorney for the Board.
MINUTES:
Mr. Brand made a motion to approve the May, 2026 meeting minutes. Ms. Sipe seconded the motion. Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. Ivy, and Ms. Sipe. Voting against: None. Abstaining: Mr. LaChat and Mr. Landess. Motion carried, May 2026 minutes approve (6-0-2).
NEW BUSINESS:
Being a consideration of approval to amend the text of the Comprehensive Zoning Ordinance for the City of Muncie regarding a proposed overlay district located in the McKinley Neighborhood.
Ms. Swackhamer introduced the next item on the agenda by reading a statement as follows:
“This is a consideration for an addition to the City of Muncie Comprehensive Zoning Ordianance to establish an overlay district designated as the McKinley Overlay, outlined in the presented language, with tailored regulations in an effort to guide future development. This application comes of a grass roots led initiative to protect, preserve, and promote the unique character and sense of place in the McKinley Neighborhood. The overlay district regulations would set appropriate design standards of similar quality, require consistent yet complimentary designs, and capitalize on the area’s current assets. One goal is to incorporate the historic fabric of the neighborhood while setting high quality benchmarks for attracting new and exciting development. The organized group leading this consideration drew upon the existing overlay districts, the Village Review District and the White River Canal District. These current overlays have been in effect since 2013 and 2018 respectively. The McKinley Live Lean Redevelopment Opportunities Plan, Comprehensive Revitalization Vision, and Design Guidelines also provide strong backing to the proposal. The proposal consists of 6 areas with unique purpose and intents and includes regulations for streetscapes, lighting, awnings, signage, landscaping, building forms/design/and materials, fencing, parking, and mixed-use opportunities. These guidelines would promote a vibrant and unique mix of residential and commercial development with a strong pedestrian friendly village-like atmosphere.
