a resident was that it could be done more thoughtfully and with communication with City leaders. She stated that the intent was to make it a better place and to protect the current residents that live there.
Mr. Lett stated that when he originally came to the area 10 years ago, there were drug problems and that they started to fix that issue. He stated that he had torn down houses and that they had improved those drug issues and that they were really trying to have residents and not rentals in that neighborhood.
Mr. LaChat stated that he had read the whole packet and that he had the same questions and concerns as the homeowners. He stated that he had not been in that neighborhood in 20 years and that he drove through last week and spoke to some people and was impressed with all of the revitalization that was happening. He stated that he used to be a policeman and that this was very different than what he remembered from 2007 in that area. He stated that he liked that they would not enforce the restrictions unless the 20% came into play and that it was a very well thought out process.
Ms. Swackhamer stated that she had been asked to read all of the letters of support that had been received. She read 20 letters that are part of the file (MPC 05-26A).
Mr. Brand made motion for a favorable recommendation for MPC 05-26A, to amend the text of the Comprehensive Zoning Ordinance for the City of Muncie regarding a proposed overlay district located in the McKinley Neighborhood with the recommendation for a maximum height for fencing/screening.
Mr. Ivy seconded the motion.
Ms. Swackhamer asked if Mr. Brand would like to recommend a height.
Mr. Brand stated a maximum of 8’ for privacy fences and 6’ for trash screening.
Voting in favor: Mr. Brand, Mr. Carroll, Mr. Dishman, Ms. Hensley, Mr. Ivy, Mr. LaChat, Mr. Landess, and Ms. Sipe. Voting against: None. Motion carried (8-0), a favorable recommendation for MPC 05-26A to be forwarded to City Council for introduction at their July 6, 2026 meeting.
