OAKWOOD CITY COUNCIL WORK SESSION

MARCH 27, 2023

The Council of the city of Oakwood, Ohio met in a work session on Monday, March 27, 2023 in the second-floor meeting room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington via remote teleconference, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the meeting to order at 5 p.m. and led the work session by discussing the following items:

  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Business District Uses: Mr. Jacques shared that city staff is considering possible modifications to permitted and special uses in the business zoning districts. As a Zoning Code text amendment, the matter would first be presented to the Planning Commission for a public hearing and recommendation. Mr. Klopsch stated that this will likely take place at the May 3 Planning Commission meeting.
    • Public Properties, Mrs. Turben
      • Hollinger Tennis Center: Mr. Jacques provided a summary of a proposal from the Hollinger Memorial Tennis Center, now a 501(c)3 organization, to enter into a new agreement with the city on the ownership, operation and maintenance of the Hollinger facility.
      • Gardner Pool: Mr. Klopsch announced plans to conduct the May 15 work session at the OCC and to provide a tour of the Gardner Pool facility. The discussion will include a proposal to install a pool liner at Gardner Pool in 2024, and will also include conversation on park improvement projects and OCC programming and memberships.
    • Streets & Alleys, Mr. Stephens
      • 2023 Asphalt Resurfacing Project: Mr. Klopsch reported that the annual asphalt roadway resurfacing project will bid this Friday. He explained the scope of the work.
      • Shroyer Road Median Reflectors: Mr. Klopsch reported that staff is still considering options for reflectors at the noses of the Shroyer Road center medians. The reflectors will improve median visibility during hours of darkness.
  • REGIONAL AGENCIES
    • MVRPC, Vice Mayor Byington
      • Annual Spring Dinner: Mr. Klopsch noted that Vice Mayor Byington plans to attend the March 31 event, as does he.
    • First Suburbs, Vice Mayor Byington
      • April 26 Strategic Planning Meeting: Not discussed.
