The Council of the City of Oakwood, Ohio, met in a work session on Monday, April 6, 2026, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff members were City Manager Katie Smiddy, City Attorney Rob Jacques and Finance Director Maralee Leonard.
Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

Proclamations: Mayor Duncan shared that he would read the following proclamations at the regular session:
- Proclamation recognizing April as “Fair Housing Month.”
- Proclamation recognizing the week of April 23 as “Arbor Week.”
- Proclamation recognizing April 19 – April 25 as “National Library Week.”

MISCELLANEOUS
- Mrs. Turben reported on activities of the Business District Subcommittee. She and Mr. Jacques recently met with three business owners who expressed concerns regarding landscaping, business vacancies, and truck traffic in the cruise lanes. Mrs. Smiddy noted that Liapis Landscaping will be addressing landscaping improvements. Mr. Dorf stated he has heard an unconfirmed report of a potential new business.
- Mrs. Smiddy provided an update on the implementation of the Raftelis recommendations. Five CMMS software vendors have been identified for the Public Works Department, and staff is in the process of ranking them. Demonstrations will be scheduled in the near future.
- Mrs. Smiddy reported that a contract for street lighting services has been negotiated and is currently being circulated among participating communities for review and signature.
