MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, September 12, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Leigh Turben. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Leisure Services Director Carol Collins; Personnel and Properties Director Jennifer Wilder; Engineering and Public Works Director Doug Spitler; Staff Engineer Chris Kuzma; and Dr. Kirsten Halling, President of the Oakwood Sister City Association.

Mayor Duncan called the meeting to order at 5 p.m. and invited Dr. Halling to share information about the October 20-24 Sister City celebration events. Dr. Halling reviewed the calendar of events for the 50^th (Le Vésinet) and 46^th (Outremont) anniversary celebrations. Ms. Collins addressed planning underway for the October 21 Mayor's Reception and Welcome at the city building, and the luncheon that day at Hawthorn Hill.

Mrs. Halling departed the meeting at 5:30 p.m.

Mayor Duncan then led a discussion on the following work session items:

• Recycling Containers: Mr. Klopsch commented about a recent post on the Green Oakwood Facebook page requesting that the city install recycling collection containers in the Far Hill Avenue business district. This is a topic that City Council discussed in a previous work session. Ms. Collins mentioned that the cost to purchase decorative and long-lasting recycling containers matching the existing trash containers was approximately $10,000 each. Much less expensive containers are available, but would negatively impact the business district appearance. Mr. Klopsch commented on concerns that recycling containers in these public settings are often used for disposal of non-recyclable materials, thus contaminating the recycling stream. Staff will continue to study this matter to see if a cost effective and practicable solution can be found.
• Debris in Roadway: Mr. Klopsch reported that there will be information in the next two editions of the Oakwood Scene newsletter about how the city will begin imposing a $150 fee for the removal of illegally dumped materials beginning on January 1, 2023. Mrs. Wilder reviewed the proposed procedure for addressing violations, including making notification of the violation, giving property owners time to correct the violation, and steps to be taken when the violation is ignored.
• RTA Bus Wraps: Mrs. Wilder shared that RTA has a program called "Proudly Serving" where they install wraps on buses representing the cities around Montgomery County that they serve. City staff will be working with the RTA design team to create an Oakwood bus wrap. Mrs. Turben suggested that Tom Morrow be involved in designing the Oakwood wrap. Mr. Morrow is heavily involved with the Oakwood Historical Society and has an extensive knowledge of Oakwood history. Mrs. Wilder will contact Mr. Morrow to inquire of his interest in assisting.
