• LED Street Lights: Mr. Klopsch shared that the city has a proposal from Miami Valley Lighting to replace all of the residential High Pressure Sodium (HPS) street lights with 2700K LED fixtures. There are 503 fixtures included in this proposal. Mrs. Wilder explained the project scope in more detail, including the $5,200 upfront cost, and minor increase in monthly full service lighting charge. If approved, the project could begin in the spring of 2023 and be completed by late 2023.
  • Solar Panels: Mr. Jacques explained that the city is seeing an uptick in the installation of solar panels on residential properties. He recently addressed a neighborhood dispute where one property owner was concerned about the proposed planting of neighboring trees that could partially block sunlight from reaching solar panels that might be installed in the future.
  • Gardner Pool: Ms. Collins reported that Gardner Pool was drained last week after another good season. She commented on the $320,000 project that just began. The project includes replacement of the entire pool deck, along with installation of a fence around the perimeter of the children's wading pool, and installation of new lifeguard stands and diving boards.

At 6:35 p.m., Council moved to executive session for property matters.

      • Comprehensive Plan: Mr. Klopsch shared that the Goals and Objectives in the Comprehensive Plan will be presented to the Planning Commission and BZA in a joint meeting on Wednesday, October 5. The PC will formally vote on: 1) acknowledging and accepting the documented accomplishments towards the Comprehensive Plan Goals and Objectives; and 2) making a determination that the current Comprehensive Plan remains valid for Oakwood as the official policy guide for physical development addressing use of land, the movement of vehicles and pedestrians, the protection of community character, and the provision of parks, schools, and other public facilities. The BZA members will attend for informational purposes.

      • Far Hills Storm Sewer Reconstruction Project: Mr. Klopsch reported on the status of the project and on an application recently submitted to the Ohio Public Works Commission District 4 Integrating Committee charged with evaluating grant and loan applications for infrastructure improvements in Montgomery County. The city requested $492,500 in grant money and $492,500 in a zero interest 30-year loan. Mr. Klopsch shared that the city will need to obtain utility easements from four property owners along the alignment of the new sewer to complete the installation.
