The Council of the City of Oakwood, Ohio, met in a work session on Monday, March 2, 2026, in the conference room at the City Building, located at 30 Park Avenue. The Mayor, William Duncan, presided.
Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Leigh Turben, Healy Jackson, and Sam Dorf. Staff members were City Manager Katie Smiddy and City Attorney Rob Jacques.
Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

STATUS REPORTS:
- Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to make several reappointments and appointments.
- VISITORS: None scheduled.

LEGISLATION: Council discussed the following items of legislation scheduled for the regular session this evening:
- An Ordinance to amend 2026 appropriations for a traditional vision insurance plan, Vice Mayor Byington (Second Reading)
- An Ordinance adopting new Chapter 909, Programmed Work Zones, of the Streets and Public Services Code, Mrs. Jackson

MISCELLANEOUS
- Mrs. Turben asked for clarification as to when executive sessions should be utilized; a discussion followed.
- Mrs. Turben asked for clarification about the date of an upcoming Business District Roundtable event; Mrs. Smiddy addressed this.
- Mr. Jacques provided a summary of an e-bike discussion at the recent First Tier Suburbs event.
- Mr. Dorf informed Council that he will be attending the Launch Dayton “Startup Week” conference in March. He also updated Council on his recent visits to observe Oakwood Municipal Court as Council’s court liaison and to tour the Oakwood Historical Society’s archives in the basement of the City building.
- Mrs. Turben asked questions about the spring clean-up at Houk Stream; Mrs. Smiddy addressed this.
- Mr. Dorf asked for a status update on the Old River athletic field study. Mrs. Smiddy explained that the $15,000 cost has been shared between the City and the Oakwood United Soccer organization, and public messaging will begin soon.
- Mrs. Jackson asked for clarification as to how billing is handled for the annual Sidewalk, Curb, and Driveway Apron program; Mrs. Smiddy and Mr. Jacques addressed this.
- Mrs. Jackson asked if the City’s new “Blue Envelope” initiative will be mentioned at the Regular Session meeting; Mrs. Smiddy addressed this.
