OAKWOOD CITY COUNCIL WORK SESSION

MARCH 6, 2017

The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 6, 2017 in the conference room of the Oakwood Municipal Building, 30 Park Avenue. The Mayor of the city, William Duncan, presided. Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens, Councilmember Anne Hilton and Councilmember Chris Epley. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques.

Mayor Duncan called the work session to order at 6:30 p.m. and began the meeting by reviewing the agenda for the regular session this evening. Thereafter, Mayor Duncan led a discussion on the following agenda items:

  • STATUS REPORTS
    • Mayor Duncan noted that he will present a proclamation at the regular session this evening recognizing April as “Fair Housing Month”.
  • VISITORS
    • MVCC/TCSU Presentation: Mr. Klopsch mentioned that MVCC Executive Director Brian Humphress will make a presentation at the regular session this evening as will TCSU Director Charlie Stiegelmeyer.
    • Sinclair Community College Presentation: Mr. Klopsch noted that Madeline Iseli will deliver a presentation on Sinclair College at the regular session this evening.
  • LEGISLATION: Council discussed the following legislation on the agenda at the regular session this evening:
    • Ordinance to consider a proposed Zoning Code text amendment to prohibit medical marijuana-related businesses and/or home occupations within all Oakwood zoning districts.
    • Resolution of Necessity for 2017 Sidewalk Repair Project.
    • Ordinance to proceed with the 2017 Sidewalk Repair Project.
    • Resolution of Necessity for 2018 Street Lighting.
    • Ordinance to proceed with the 2018 Street Lighting Program.
    • Resolution opposing the Centralized Tax Collection Provision in Governor Kasich’s 2018/19 State Budget.
  • STAFF REPORT: Mr. Klopsch reported that Public Safety Director Alex Bebris will deliver a staff report at the regular session this evening.

Assistant City Manager Jay Weiskircher joined the meeting at 7 p.m.

  • COUNCIL COMMITTEES
    • Planning & Zoning, Vice Mayor Byington
      • Far Hills Business District: Mr. Weiskircher explained that Goodwill is still considering a lease option on the former Petco building, but there are also two other businesses looking at that space.
      • “Small Cell” Antennas: Mr. Jacques provided an update on the status of state legislation that could impact the degree to which local governments can regulate the installation of small cell antennas in public rights-of-way. Mr. Klopsch mentioned that a large group of municipalities from Central Ohio and Southwest Ohio have joined together to take legal action opposing the legislation. Oakwood will join the coalition with a $2,000 contribution.
