Mayor Bill Duncan opened the meeting with a welcome and self-introductions. He asked if there were any suggested edits to the minutes of the September 9, 2025, meeting. There being no edits, Mayor Duncan asked for a motion to approve the minutes. Motion to approve by Mr. Risley; second by Mr. Vaughn. Upon viva voce vote, the motion passed, and the minutes were approved.
