CITY OF OAKWOOD

NOVEMBER 3, 2025

The Council of the City of Oakwood, State of Ohio, met in a work session at 6:30 p.m. in the conference room of the City of Oakwood, 30 Park Avenue, Oakwood, Ohio 45419. Council then met in a regular session at 7:30 p.m. in the council chambers of the City of Oakwood.

The meeting was streamed live from the Oakwood city website and telecast live on Cable Access Channel 6.

The Mayor, Mr. William Duncan, presided, and the Clerk, Ms. Lori Stacel, recorded. Mayor Duncan asked all present to participate in the Pledge of Allegiance.

Upon call of the roll, the following members of Council responded to their names:

Mrs. Jackson advised Council she had read the meeting minutes of the October 6, 2025, regular session, executive session, and work session; October 7, 2025, executive session, and October 20, 2025, executive session. Mrs. Jackson reported that she found the minutes to be correct and complete. Therefore, it was moved by Mrs. Jackson and seconded by Mr. Stephens that the minutes of the sessions of Council aforementioned be approved as written and the reading thereof at this session be dispensed with. Upon a viva voce vote on the question of the motion, same passed unanimously, and it was so ordered.

Scarecrow Row Award Winners – Mayor Duncan recognized the following 2025 Scarecrow Row Award winners:

Third Place – “Witches, Whiskers, and Team Party by Maeve O’Connor, Realtor; Second Place – “75 Years of Spooktacular Service” by the Oakwood Beautification Committee; First Place – “Otoña a Muertos” by Dia de los Muertos; and Mayor’s Award – “A Very Mad Tea Party” by The Gengo Family.

BY VICE MAYOR BYINGTON NO 5022
AN ORDINANCE TO AMEND SECTION I, 2025 ORIGINAL APPROPRIATION ORDINANCE NO. 5009, AND ANY EXISTING SUPPLEMENTS THERETO, TO PROVIDE FOR THE APPROPRIATION OF:

1. INTRAFUND TRANSFERS WITHIN THE GENERAL FUND, STREET MAINTENANCE AND REPAIR FUND, LEISURE ACTIVITY FUND, SERVICE CENTER FUND, AND WATER OPERATING FUND, REALLOCATING MONEY FROM THE “PERSONNEL” SUBFUNDS TO THE “OPERATING” SUBFUNDS THEREIN, FOR COSTS ASSOCIATED WITH UTILIZING CONTRACTORS FOR CERTAIN OPERATIONAL FUNCTIONS INSTEAD OF CITY EMPLOYEES;

FOR THE CITY OF OAKWOOD, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2025.
