OAKWOOD CITY COUNCIL WORK SESSION

MAY 2, 2022

The Council of the city of Oakwood, Ohio met in a work session on Monday, May 2, 2022 in the conference room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Anne Hilton and Councilmember Leigh Turben. Councilmember Rob Stephens was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting was Chief Alan Hill. Magistrate Jacqueline Gaines joined the meeting at 7:15 p.m. for a brief introduction.

Mayor Duncan called the work session to order at 6:30 p.m. and reviewed the agenda for the regular session this evening. Thereafter, he led a discussion on the following agenda items:

  • STATUS REPORTS: Council discussed the following status reports that are scheduled for the regular session this evening:
    • Citizen Committee Appointments: Mayor Duncan mentioned that he will call for a vote at the regular session this evening to appoint Deborah Spears to the Property Maintenance Board.
  • VISITORS:
    • Magistrate Jacqueline Gaines: Mayor Duncan mentioned that Magistrate Gaines is an Oakwood resident and is a candidate for Montgomery County Judge in the May 3 primary election.
  • LEGISLATION: Council discussed the following legislation scheduled for presentation at the regular session this evening:
    • An Ordinance to levy special assessments for the 2023 Street Lighting Program, Mrs. Hilton
    • An Ordinance to proceed with the 2022 Sidewalk Repair Project, Mrs. Hilton
    • An Ordinance adopting the 2021 tax budget, Vice Mayor Byington
    • An Ordinance to amend the Special Projects Fund, Vice Mayor Byington
    • A Resolution to participate in the OneOhio Recovery Foundation, Inc. Board, Vice Mayor Byington
    • An Ordinance to continue prohibiting the use of fireworks, Mrs. Hilton
  • STAFF REPORT: Mr. Klopsch noted that Finance Director Cindy Stafford will deliver a PowerPoint presentation at the regular session this evening.
  • AN OAKWOOD MOMENT: Mrs. Hilton shared that she will present the “An Oakwood Moment” at the regular session highlighting the Public Safety Department’s new “Coloring with a Cop” event that took place on April 21 at Wright Library.
  • COUNCIL COMMITTEES
    • Law & Minutes, Mrs. Hilton
      • Open Meetings Law: Mr. Jacques provided an overview of Ohio's Open Meetings law, also known as the “Sunshine Law.” He reviewed a comparison of Ohio’s statutory requirements and our Oakwood Home Rule provisions.
