MINUTES

The Council of the city of Oakwood, Ohio, met in a work session on Monday, March 21, 2022 in the second-floor training room at the city building, 30 Park Avenue. The Mayor of the City, William Duncan, presided.

Council members in attendance were Mayor William Duncan, Vice Mayor Steve Byington, Councilmember Rob Stephens and Councilmember Anne Hilton. Councilmember Leigh Turben was excused absent. Staff in attendance were City Manager Norbert Klopsch and City Attorney Rob Jacques. Also attending for a portion of the meeting were Leisure Services Director Carol Collins, Finance Director Cindy Stafford, Personnel and Properties Director Jennifer Wilder, Tom Morrow with the Oakwood Historical Society and Dan Gentry with the Hollinger Tennis Club.

Mayor Duncan called the meeting to order at 5 p.m. and invited all present to do a self-introduction.

Mr. Klopsch introduced the “Town of Oakwood” historical marker agenda item. Mrs. Turben then introduced Tom Morrow. He gave a detailed presentation on the history of the original platting of Oakwood and how the Oakwood Historical Society determined the precise boundaries of the original town that was established in 1872.

Mr. Morrow addressed Council on the research done that led to the creation of the “Town of Oakwood” marker.

Mr. Morrow departed the meeting at 5:42 p.m.

At 5:43 p.m., Council moved to executive session for property matters and personnel matters.

Mr. Gentry departed the executive session at 7:02 p.m.

At 7:40 p.m., Council concluded the executive session and moved to work session. Mrs. Wilder departed the meeting at this time.

Ms. Collins shared a PowerPoint presentation that is given to Smith and Harman Elementary third grade students. The presentation explains Arbor Day and how the city of Oakwood became a Tree City USA town.

Mayor Duncan continued the meeting by discussing the following items:

• COUNCIL COMMITTEES
  • Planning & Zoning, Vice Mayor Byington
    • Land-use and Zoning Law: This will be discussed at a future work session.
    • Honeysuckle, Native Gardens and Natural Areas: Mr. Klopsch and Ms. Collins discussed efforts underway by members of Green Oakwood to address matters relating to eradication of honeysuckle and native gardens/natural areas.
    • Fiber Optic Projects: Mr. Klopsch shared that Point Broadband is pursuing fiber optic expansion in Kettering and Centerville before coming to Oakwood. Oakwood currently has AT&T and Cincinnati Bell expanding their fiber network in Oakwood, and Everstream and Horizon are pursuing permits.
